Does anyone else here play GRID 2019?

Since today I can't play the game anymore and I'm greeted with this message after a black screen:

I tried verifying the files with Steam and tried deleting the hardware settings file, none of this fixed the problem.


Edit: I removed the maximimum fps value in nvidia control panel and it's working now.
Not sure why, since it always ran without issues with these settings before.

Edit2: I can control the max fps by RTSS, however the GPU won't lower clocks anymore , even when it's set to "Adaptive" in nvidia control panel, the GPU clock stays at highest.
I was running the game at 70fps before with 50~60% GPU load or so, so my system stayed cool and quiet.
