[SOLVED] my newly built pc boots for 15 seconds before restarting stuck in a loop

Processor i5 - 9400f
Motherboard asus tuf z370
Cooling goulds water technology
Memory trident.z 3200
Video Card(s) 1070 ti
Power Supply evga 650
hello, i recently bought a pc from a buddy that has a water cooled cpu set up i have built a few pcs but not much experience with water cooling. i wanted to change the dated mobo in the new setup with my tuf z370 plus. after replacing the motherboard and re wiring everything i went for my first boot and everything looked promising fans turn on, pump starts but after around 15 seconds it restarts and keeps me stuck in this loop i’ve tried a few troubleshooting tips such as trying different ram and taking out the cmos battery. id appreciate any help offered and can provide any information that may be needed.

current specs :
cpu - i5-9400f
gpu - gtx 1070
psu - evga 650
mobo - tuf z370 plus
ram - trident z 8x2 3200mhz
cooling - thermaltake d5 vario-38
 
Make sure pump is plugged in.
 
Reseat CPU.
would it make a difference taking the bracket that holds the cpu off? i noticed on the previous mobo that it had it off but it shouldn’t affect the water block connection should it? i would’ve taken it off i just don’t have a star tool handy
 
I mean some pictures of the inside of the case would be helpful

Yes of course it matters it needs to be mounted properly with the original mounting hardware. The CPU is probably hitting the thermal limits and shutting down to save itself.
 
thanks for the input i’m running to the store to buy a star tool now. will be updating

Looks fine as is except for the issue at hand

No beeps codes ?

I'd record the lights on the board during the loops and refer to the manual if no beep codes are given.

Refer to the online manual to properly clear cmos it should have jumpers to do this

If all fails just bail and reinstall the original mother board and see if it still works
I'd just use a air cooler until you find out what's going on much easier to deal with.

Can I ask what CPU you used in your board before the 9400F? I am presuming it would be an 8 series CPU, if so did you have an updated Bios (1410) for compatibility with the 9400F?

never heard any beeps or saw any codes i’ve tried different ram sticks and different slots and had no luck. i’ve also tried my stock cpu fan and had no luck either. this makes me believe there has to be a short or something somewhere

Overheating
 
First off why does he need watercooling for a intel 9400f? little overkill for low tdp and a locked cpu, i personaly don't think its overheating problem, and also that's a werid config to have the reservoir and rad below that gpu makes no sense to me lol
