Hello! I've been having this issue since updating my PC to 7700X and 7800X3D/4090 eventually.
The issue: every 15 or so minutes my games stutter, frametime spike goes up to 90-110ms; GPU usage drops a few % lower, but not to 0. It happens in CS2 and Apex Legends. It even happens when I don't play the game and stay on the main menu. I've tested Titanfall 2 which is also on source engine and it didn't stutter there. Yes. I also had this issue when I had 7700X. It doesn't happen in other games.

What I have tried:
— Reinstalling Windows 11 / drivers
— Switching to 1660 Ti
— V-sync on/off in Nvidia Control Panel
— Updating BIOS
— Updating VBIOS
— Disabling CPU undervolt
— Disabling Xbox Game Presense Writer
— Making sure to set only 1 wallpaper so it doesn't change
— Testing RAM with memtest86
