Not sure if anyone else here has run into this yet, if you are participating in ANY Steam Beta client, your steam client may lockup every time you launch it.
Fix. Unplug any and all controllers.
Restart steam, opt out of Beta clients.
Restart steam.
If this issues doesn't work, you may need to delete a file named "beta" in the \Steam\package folder and rerun steam again with no controllers connected. This will force the client to download the last stable version and should fix your issue.
