Stutter When Dragging Windows Around

I am dealing with some stuttering in games and I may have found some connection/clue. Whenever I drag around windows that have moving graphs (MSI Afterburner, QuickCPU etc) the window stutters/freezes intermittently. I should reiterate that this ONLY OCCURS when dragging a window with a moving graph or something of that nature (LatencyMon, MSI Afterburner). Dragging any other window is smooth as butter. Here is an example of what I'm experiencing:

My GPU/Motherboard drivers are up to date, fresh install of windows, XMP enabled etc. Any help appreciated
 
latency or gpu issue is my guess, looks like you're using an nvidia gpu so in nvidia control panel check your monitor technology under manage 3d settings - global settings, if it's set to gsync and your monitor doesn't support gsync set it to fixed refresh and see if that fixes it, also you could try the ultra setting in the low latency mode in the same menu.

Also check to see if power management mode is set to prefer maximum performance, set it to that if it isn't already.
