Stutter When Dragging Windows Around

While dragging windows around and playing games I encounter stuttering shown in the video. I still haven't found a way to fix this. I am running 2 displays off of a thunderbolt 3 dock which would raise concerns but there is certainly enough bandwidth to support them. I have a Razer Blade 15 advanced with a 2070max q .
 
have you tried increasing the refresh rate it could be that you might've left it on 30 or 40.

also what resolution is the monitor is on

the RTX 2070 max Q does have a power of a 2060 and a 1070

it might also be the thunderbolt might be splitting its bandwidth to each port of the dock so that could be the reason why the monitors are stuck in a low refresh rate
 
The main monitor is a 3440x1440 100hz monitor and the side is a 1920x1080 60hz. Both monitors are running at the correct resolution and refresh rate. I have tried turning down the res and refresh but the problem continues.
 
Try putting both monitor on same refresh rate(60hz) and see if that helps sometimes this can cause the issue especially if both monitors are connected on the same GPU.......
 
I can't tell if you are running windows or linux. Both should allow you to set each monitor to a different refresh rate. I know windows 8.1 will. Not sure about 10.
I have zero issues running one at 144 and one at 60 under 8.1, or linux.
 
check your settings on the monitor itself, that doesnt look like a windows problem. Another tool you could use is the resource monitor too, but it doenst show GPU usage, check hwInfo64 for that.
 
Same problem even at 240hz without freesync
