So I got a new sun 220R, I serialed in using a DB25 to DB9 with a null modem, I get output from the server but I am confused as it is stuck on "executing". I'm new to these old sun systems and I'd like to know how to get into the bios and whatnot.

The server has no hard drives just CPUs and RAM (which might be the issue idk)

Any idea as to how I go about advancing further with this server?

Well, you should probably start with a manual.
I'm not sure if you can access BIOS on this old server (or if it has anything resembling it), but according to the manual you can initialize setup via serial console, or if you hook up a PCI graphics card into one of the slots and do it conveniently with a monitor and a keyboard. Originally it came with Sun PGX64 card, and I have no idea if it works with any other PCI cards (e.g. old NVidia Riva TNT, ATI Rage, or 3dfx Voodoo etc.).
Also, as you've probably noticed, Solaris 7 is old and went EOL over 10 years ago. You won't find it on Oracle's website, so I did some legwork for you:
