None. Its precursor, Hard Truck 2, was the best but, good luck getting it to run stable on modern hardware.
If you're looking for simulation, then try Euro Truck Simulator 2 or American Truck Simulator. They were made by the same company but they dropped the ValuSoft "18 Wheels of Steel" branding.

Hard Truck 2 works with dgVoodoo in Windows 10 but i never liked this game.
You're right. This games is too old. It was fun to play 18 WoS games 10-15 years ago but now is boring. American Truck Simulator and Euro Truck Simulator 2 is way better with many mods. I love to play old FPS and racing games which are good even today but many old games not fun anymore.
