The kernel_task issue on the MacBook Air 2017 A1466 sometimes gets resolved after resetting the NVRAM

I am using a MacBook Air 2017 model A1466, and the device experiences severe slowdowns, kernel_task running at 1000%, and occasional shutdowns when unplugged from the charger.
I have reset the SMC and NVRAM, and sometimes resetting the NVRAM fixes the issue temporarily.
I removed the battery and reinstalled macOS (the problem persists on both Mojave and Monterey).
There is no overheating problem; the device stays around 40°C at idle, and I have fixed the fan speed, but the issue remains.
What do you think might be the problem? Could it be an issue with the power circuit? (The battery shows 310 cycles and is reported as normal.)
