This problem could be due to overclock?

Hello guys, a week ago i just achieved 4.5Ghz at 1.162v with my i7 4790k, and it is stable (survived 3 hours at prime95 non AVX and 1 hour at AIDA64 CPU+FPU+Cache), with nice temps (low 80 high 70 on CPU, and 60 degrees on the VRM).

But i have this problem since i overclocked the chip, and it only occurs with Netflix. When i watch Netflix on Google Chrome i have micro-stuttering on the video, but the CPU usage is below 10% and the GPU is at 2% usage (GTX 1070ti). So i just was thinking it was a chrome problem, so i switched to Internet Explorer, no more annonying micro-stuttering, but if i watch netflix on IE for more than half an hour, the entire computer just Freeze, but its weird, i can still move the mouse, but the computer is freezed, if i wait 3-4 minutes the computer start to work again, and if i watch the CPU usage when the computer was freezed, it was -100% (task manager read) and GPU usage -1% (also task manager). This problem started when i overclocked the cpu.
Also, i cant try Netflix on Edge or from the MS Store because im using Windows 10 LTSC and it dont comes with those.

Its not a connection problem because it doesnt happen on my phone or my TV.
I dont have any kind of problem with Youtube even at 4k60fps.

This problem could be due to the overclock? I dont really think it could be the reason, but if someone can help me it would be great.

This problem started when i overclocked the cpu.

Good place to start is to try it without the OC. Put it back to stock settings and try it.
Your OC might be as stable as it looks.
What app/process, in task manager, was using 100% ?
 
From my experience it could be a RAM issue. Possibly even hard drive or ssd issue but I'm leaning more towards system ram as that is what my gut is telling me.

Check your ram voltages and timings. Make sure all the ram are matched up and in the right configurations

With Google Chrome i only have micro-suttering but with a normal cpu and gpu usage (cpu less than 10% and gpu less than 5%)
But when the computer just freeze while i use IE the CPU usage goes -100% (yeah, negative CPU usage, and -1% GPU usage).

I could try to resit my RAM. I have two kingstone different ram module since 4-5 years ago (one 4GB stick 1333mhz and the second 8GB stick 1600mhz but is working at 1333mhz to match up the other one), voltage is stock (1.5 read).

Then there is your problem.

Im currently working from a tablet so i cant even check your spec without having to go out of my way and I've pretty much nailed it without looking.

Mismatched system ram is never a fun experience friend
 
EDIT: i just was going to do a RAM test with AIDA64 before resitting them and the test dont want to run, it keeps saying "WARNING: Hardware failure detected! Test stopped" So, im going to resit them and see if the problem still
 
Take the 4gb module out and run it again. It will probably be ok.

Just go on ebay or amazon to find the same model number as the 8gb stick for dual channel and everything should be fine again.
 
Try turning off hardware acceleration
 
I resit them and now AIDA64 ram test works. Also i run a windows memory test and it passed with no problem, but the stutter still. I just notice when i close netflix on google chrome the GPU usage spikes to 100% for a second. i will try disabling hardware acceleration like eidairaman1 mentioned.
Maybe its the gpu? but i just bought it 2 weeks ago.
