Hi,
I upgraded office pc, its normal pc,
I have installed b75d3h-m and i5 2310,
I had this kit at home which i used year ago then i havent used it.
Now i installled at office with normal cheap psu which is working on dual core pc, its 450w,
This psu dont have multiple 12v atx wire,
But mobo requires 8pins then i bought this on amazon

But pc wont boot up,
Cpu fan and psu fan spins for few seconds then stop then runs again and happening this repeatedly,
12v converter can be issue?

EDIT. (according to New Title)
i only attached 12v 4pin instead of 8,
then my pc able to boot, but it does same when i boot pc in dual channel ram,
if i put ram in slot 1 and slot 3, ram both rams works. but dual channel wont let my pc get turn on..

take everything out and set it up outside of the case to see if it runs. if it does then put everything back making sure that you dont earth the motherboard anywhere with the PC case.

I would recommend you upgrade the PSU though. a 400 or a 450 from the Corsair CX line would be absolutely fine
 
I installed a power supply in a PC I was building for my nephew last Christmas ,and it worked fine outside of the computer ,but once it was hooked up and installed , it would turn on ....the fan would spin for a moment and then it would cut right back off. it turned out that it was dying or dead and was only able to run when there was no load applied to it , & as soon as power draw was active it couldn't handle it & immediately shut back off, So if you were testing it out of a PC, with nothing hooked up aside from the Wall outlet, it would work, and seemed fine, but as soon as the moBo, GPU, etc was drawing Power, the PSU wouldnt be able to supply the Wattage, and would just shut right back off. a Zombie PSU (looked alive, but was really dead AF)

That is a common sign, the board can't get the power good signal so it quits

The one part no one should skimp on, the power supply.

Deinstalling everything.

I tried new psu and deinstalled all parts the. Tried, same thing happening

Check the cpu orientation, bent pins, use the igpu, ensure the cmos jumper is in the correct position, reset the cmos, try 1 module of ram.

Worst case is the board is shot, unless if the power outlet is bad, improperly wired for polarity.

Check cables and jacks for burns, disconnect all storage drives to verify POST
 
update,
now new problem but strange,
what i have done, i removed 4x2 12v converter, i just added 1 12v 4pin instead of 8(my office psu dont have 8pin actually)
and pc got boot, i can see gygabyte logo, but now what happening is, i cant boot ram into dual mode, i mean all slots works but only one ram working, if i put both ram then same thing happening.no boot.
why is this happening.

edit, i also reinstalled cpu and checked pins all were fine..

Have you tested them one at a time to make sure you were able to boot into windows?

that was ram which i were used for gaming 2 years ago, was working perfectly, both timing and voltage were same, overclocking was successful 2 years ago. but now doesnt working,
both ram working but no in dual mode, if i put ram in slot 1 + slot 2 both ram works,
thats really strange issue.
 
are the ram matched modules? same brand and model etc etc. Is your bios for your board the most uptodate version?

yes same model, one thing i havent done yet is update bios. will do it today, im trying to install windows from usb but when i try to make it bootable, while choosing drive it says it need other type drive blabla etc.
 
Clean your ram slots and test it one by one
Your ram could be damage or your ram slot that err but dont forget to reset your bios too to set it back to default and see how it works

i tried every single ram on all slots but still both not working :((

I tried to search bios unfortunately (gigabyte b75d3hm 1.2 dont have latest bios only 2103 ver xD

What to do :(

Try a different motherboard?

You had it working then if had ram in Dimm 1 and 2 slot like you saying.
Can you post pic of both your ram modules?
Make sure the Memory is firmly in old board can be temperamental,clean the contact point with erazor/Pencil Rubber.

Due to CPU limitations, read the following guidelines before installing the memory in Dual Channel mode.
1. Dual Channel mode cannot be enabled if only one DDR3 memory module is installed.
2. When enabling Dual Channel mode with two or four memory modules, it is recommended that memory
of the same capacity, brand, speed, and chips be used and installed in the same colored DDR3
sockets. For optimum performance, when enabling Dual Channel mode with two memory modules,
we recommend that you install them in the DDR3_1 and DDR3_2 sockets.

thanks for reply, doing same, even for checking ram slot are working or not, i have tried to run ram one by one on slots.. all slots were working.
but when i put ram in DDR3_1 + DDR3_2 (DDR3_3 or DDR3_4) motherboard wont boot and all fans like psu and chassiss fan starts spins and stop,again spins and stops, this thing happening continuously,
now both ram works only when i put in slot DDR3_1 + DDR3_3,
its strangest issue ive ever seen..
