Touch screen LCD as LCD media selecter?

I want to get a small touch LCD to mount on my wall. Run a VGA/HDMI/DVI cable to my htpc and have windows media center open on the touch lcd.

Now when I select a movie, or some music to play, I want it to open up on the 40" tv not the 9" touch LCD. Is this s possibility?

Also, I was looking at This if i made a metal (or wooden) frame, would that work okay?

If media player defaults to the 40" double clicking a file that opens with media player on the 9" will open on the 40".
I have a similar setup, though with my primary 24" and my beamer. I open something on the 24" and the movie opens on the beamer. Sometimes it forgets though, I have to drag the window to the beamer then, 2 seconds of work. I do recall back in the days NV cards had a feature to use some display as full screen output for video. Not sure if that still exists.
 
So it should work okay then?

Any idea where to get a cheap touch lcd?
