Trouble with mouse

Anyone know what could be wrong with my pc when I aim with a mouse it seems like I am aiming on top of ice, an example of it is when I go to split the distance of my aim to be more precise (micro movements) I end up wiffing and shooting way over target. And when on controller if I try to make small adjustments my aim will go really wonky and won't register my small inputs.

My pc build is

Mobo: z790 UD AC
Cpu: 12600k
Gpu: 3080
Psu: 1000w corsair unit
Memory: 5600mhz ddr5 also corsair.

Mouse accel off. Dpi is 800. I have tried alot of different reg settings. And ddu my gpu drivers. Enabled a timer resolution of .50 and no difference is being felt. I've tried xmp on and xmp off. I read somewhere that having cords crossed at the back of my pc could be a culprit fixed my setup and no different was felt. I've also tried three mice. The current mouse I am using is a steel series aerox 5. Mousepad is a steel series qck. I used to have a 3060 with a 5900x and these problems did not exist. My current gpu is a Chinese peladin gpu. I wonder if this could be my issue? I feel at a loss because all progress I have made throughout the years is out the window and I miss actually hitting clean beams and now my aim is uncontrollable.

It honestly sounds like a Razer software thing. I run 800DPI with whatever is in my system spec and it feels "normal"

When you say it feels like on ice, is it just going too far over? Are you able to adjust the DPI to say, 600?
 
Meaning I cannot be precise because my mouse movement is not true to what I'm inputting.
I'd think it's a Windows thing at this point. Some setting conflicting or something was missed.
