Trying to rescue RX 5700 and amdvbflash "failed to flash the VBIOS". Where to go from here?

I don't know the back story on this card, but it is seeming likely that it has custom mining firmware on it. I have been trying a few different versions of amdvbflash to flash the original firmware file from the database. Using the latest cmd version in Windows, "amdvbflash.exe -p 1 r5700.rom -fa -fp" results in failure. Is there any hope here?

Some more details:

-No display from outputs
-GPU is detected in device manager with yellow flag and code 12 or 31 depending on the driver
-GPU-Z shows BIOS is "unknown". Render test seems to work and the card fans spin up
-amdvbflash shows Test BIOS P/N = Fail Unknown
-AMD driver software can detect the card and update the latest drivers

Hardware: MSI B550 Tomahawk, 3700X, AMD R7 260 (for display out)

It could very well be a faulty VBIOS chip. Prepare to solder on another VBIOS chip. This looks like one of those "northwestrepair" level cases.
