Okay so say I want to watch tv with the audio going into my headset, and talk to someone at the same time. Would it just be A/V to 3.5mm into the line in port on the board, and have it run along side the current output?

Yep, assuming the TV has the correct audio outputs. There is an option in Windows sound for the recording devices to let you listen to the input, just enable that and you'll hear whatever is connected to the input on your headset.
