Underclock RX 590 to RX 570 level

Hello,
As the title introduces, could it be posible to underclock a RX 590 card to work at a speed similar to that of a RX 570 but using less power?

It is probably not a very interesting task, but I'm curious about that. Using a ryzen 2700 with a 65 W power, would like to see if I can make my graphic card to use less power (even if I decrease its speed)

Gaming>Global Settings>Global wattman>Put desired value in state 1(set as maximum state!) and auto voltage or experiment with manual voltage and that's it.

An easy way to do it is just lower the power limit.

Surprisingly WCCFTech did an interesting undervolting experiment (scroll down to the end):

They've downtuned the card to 480 clocks and did an undervolt to 1075mV, with an additional -10% power limit, and the result was quite interesting: beats 1060 6G stock, while maintaining similar power draw at the wall and sub-60C temperatures.
 
Compare specs of the 570 to 580, certain voltages are needed to keep the die in it's entirety stable unless if you can disable certain parts of the die on the fly...
