For the games you play I would say that 460 for 90$ is a nice deal, of course if it is in a good condition. If you want to be a bit more future proof you should go for a better card like a 1060. It's all down to your choice of what you want to do
Yeah the 460 is brand new, a gigabyte windforce oc edition I think,

The 2GB isn't ideal, but will it work, sure. Will it age well? No.

If you can find a 4GB at +10-20 bucks, do it.

Yeah I know, but I'm hoping it will be sufficient enough for me and a reasonable upgrade over my corn husk of a 6670 which struggles on anything. I know my system could do with a more potent card but right now my budget for one has been cut in half from $300 to about $140 due to some things popping up that need paying. There is a used 960 strix 2gb going for $145 I think too, whether that's anygood I don't know. Right now though the 460 seems like the best option.

It will be a decent upgrade and its a good buy with that budget.

At the same time, a 1050ti is faster and has 4GB. If its similar in price get it. Don't get a 960. The other option is waiting a bit to save up, this is quite a critical price point in terms of performance.

In the end the choices are yours. I think you have a pretty good idea now of the range of cards you've suggested, now factor in the price, your budget and needs, and pick ;)
