I tried to charge my Chromebook in 3.2 gen 2 with a old USB cable to a budget Motorola phone. It took 45min to charge 6%. I guess it must be the USB cable not being capable to handle 3.2?

Not necessarily, but that'd be my first guess too. IIRC, there's several 'flavors' of USB-C - USB-C cable as spec'd by USB-IF.

Feel free to correct me if I'm wrong but...
a Thunderbolt 3/4 or USB4 cable should be a fairly surefire way to get full USB 3.2 speeds *and* fast-charging (if USB-PD is supported by the phone. Typ. 5V 3A option on budget devices, IIRC)

What's the specs of the Chromebook you're using? I don't know about those but I guess it has to support fast charging, dunno does the cable have that important role in it.

It has nothing to do with the USB generation, a USB 2.0 data capable cable would've worked just fine.
What you need, is a USB PD compliant cable, for at least 65 W, not sure if the Chromebook can handle more. Anything above 65 W requires an e-marker chip in the cable.

Unfortunately no, see above, it has nothing to do with the data capabilities. Thunderbolt is only 15 W and USB4 doesn't have to be more than 7.5 W.

Yep, even USB2 can give more than the typical 2.5W. :)
