V-Sync using +300w @ 38% GPU usage

Asus 3080 Tuf is giving me trouble. Spent the last half week trying settings across numerous games at numerous resolutions and cannot get power use down to the levels it should be with 60Hz screen. After hours searching the internet for a solution I'm at a loss what the issue is.

Clearly V-Sync is working but something is using that much power even at 1080 with low settings. 4K and 1440 seem to have nearly identical power and temp using identical settings with 1080 not far behind.

That reading just can't be accurate. 300w at only 38% usage? No way.

HWiNFO is showing just that. Lemme open a game and grab a screenshot. 38%-44% average use on OSD I'd say.

Edit: GPU-Z added and partially set up to display max values for power. Nothing working well today including clicking 20 times to get into sub-menu.

If you have a spare drive with a virgin os use it for testing (cryptominers are in ads these days)
 
Reinstall OS is next step unless someone sees a glaring issue I've missed.
 
The maximum values don't match.
Gpu-Z looks accurate.
Update HWInfo64 also. (this probably the problem)

Going to dl 24H2 and reinstall everything. This was one of multiple issues I've been chasing. Will update afterwards.

Before reinstalling OS I opened Ghost of Tsushima with both running.

You just opened the game? Or did you play a session? I mean the game menus should have the GPU under a load in most games, so I don't see anything wrong with that there.

I played 10-15 minutes across a variety of lighting and terrain conditions. Used 4K but even 1080 has rather high power usage going above 300w at times.

Again, expectation was Vsync ran at roughly 150w with some penalties to latency.

Wonder if it's just transient spikes between loading scenes or something. Average Wattage was 200w only.

24H2 appears to have solved this. Going to do some testing with GPU-Z to confirm that. [Confirmed in HWiNFO and GPU-Z max is slightly over 100w]
From first boot with previous copy of W11 things seemed off and kept getting worse the farther I looked.

Nice. At least it seems to be working properly now!! I am also on 24H2 :)
