The gpu has been flashed to a vega 64 but it worked fine until a couple months ago, I even flashed it back to the default bios and I get the exact same result.
It gets stuck at 99% as if something is stopping it.

I have antivirus programs disabled, also administrative privilege's are required to download drivers.
