Very strange problem with display

Hi everyone, first of all I'd like to apologize if my english is bad, but I'm not a native speaker (I live in Poland). I've got a very strange problem with display, that I was trying to solve for over 2 years now, and still haven't suceed. I've got some kind of transparent, horisontal lines, that keep scrolling through my screen. I've recorded a little movie in Arcania: Gothic 4 demo to show you how it looks (it happens in every other game, and in Windows, and everywhere, I've just chosed this game as an example): http://www.speedyshare.com/files/24399471/Gothic_4_problem_z_obrazem.wmv Sorry, for not putting it on youtube etc, but it ruined the quality, this is only 43mb.

I've bought it 2 weeks ago, but I had this problem for much longer, on older PC. I thought I would solve it by buying a new one, but I still have the problem (both PC and Monitor are new). My graphic drivers are 258.96 WHQL, I've tried using other cable to connect the monitor, of course I'm using VSYNC and I tried forcing it in driver menu (but the problem happens also in Windows, not only in 3D mode) and it doesn't helped. It's nothing common.

I've tried testing this PC on 3 monitors - LG M237WDP-PZ, BenQ FP93GP, and Iiyama E2201W-B1. It always happens. I've tried testing all monitors with different computers:
1st PC (my old that already had this problem):
ASUS P5Q-D Turbo, Q6600+Scythe Mugen, 4GB DDR2 OCZ 800mhz CL5, Samsung HD321KJ, Corsair TX750. GeForce 9800GTX+.
2nd PC (very old):
Some random motherboard with VIA logo, Pentium 4 3.0GHz, 768mb RAM, Radeon 9200SE.
I've laso tried on Sony Vaio laptop with Centrino Duo 2, 4GB RAM and some Radeon HD55xx (I think). I've tried using many drivers, nothing helped. I've also checked on different OS - Windows 7 x64 Home Premium, W7 x64 Professional, WinXP x64, WinXP x32, Win Vista Ultimate x32, nothing helped. I highly doubt, that all 3 monitors and all 3 PCs are broken (and the laptop too). It must be something with BIOS, software, or I don't know...
I even thought its fault of place (maybe some magnetic distortion or some other crazy thing), but I moved from my flat year ago and in the new one I still have the problem.
In my old PC (the one with Q6600) I also had GF 8800GT and Radeon HD4850 for some time, and it always happened. This lines are making me very nervous, because they ruin the quality of games (AA doesn't make sense), and make working in Windows very uncomfortable. But there's nothing wrong with performance, on all PCs I always get just as much FPS as I should. The cards doesn't overheat (My GTXes are 40C in Idle and max 73C while Stressed). I have no more ideas what can be wrong, I've been trying to solve it for so long. If someone knows the answer, please help me. I've already posted it on many polish forums, but noone was able to help me. Maybe you can. Thank you in advance.
 
Not exactly sure I saw what you were trying to show in that video. I saw some texture issues like when you came up on the hut with a fire inside it, but I failed to see any horizontal lines.

I can't download the video for some reason (probably ad blocker related).

You're not using VGA are you? A lot of LCDs have poor shielding on the VGA port so it gets interference.

Other than that I have absolutely no idea.

Look at the trees in the begining(I don't know any proper english word to mention what I mean, but I think you will see the issue), at shadows that keep disappearing and appearing very fast. I would try to record something more. In games it may look like a normal issue, but in 2D mode while scrolling page down in the internet, it's easy to see, that thess horisontal lines exist. Don't look on disappearing bush, its caused by one of weird settings in this game, it doesn't happen in others.

You mean the D-SUB port? I'm always using A DVI port connected by DVI-D cable to DVI port on the card.
 
I'm not saying it isnt there, what I see is the leaves being produced then disappearing, I just can't see any lines, sorry:(
 
Ok, I'd try to record something that shows it better. But do you have any idea what may be causing this problem (let's say it's just this display problem that you can see, not any horizontal lines)? Maybe I should get some extra shielded cable, but why would this problem exist even on laptop, if it was the cables(I tried many, but they looked rather similar) fault?
 
It sort of depends on the "lines". could be a refresh rate issue, could be as bad as faulty memory chips depending on what they look like. Although if it was the latter, i would assume the lines would show.

I was almost thinking it was just in your screen, but since you have also swapped them around, i cant see that being the issue.
 
Ok, I'm not shure if I should call this "lines" (in polish I use other word which is close to lines but not fully similar) but anyway, I recorded short video from Assassin's Creed 2. Now it shows the problem really good. The problem is that it's now almost 400mb. I had to split it into 2 parts

I know, that it would take more time to download now, but at least it will show what I mean. Please, look on the stairs and on the balcony and see what's happening. I think you will see it.

Many people also told me that it's probably refreshing without synchronisation, but since VSYNC doesn't help, and I'm using 60Hz refresh rate (proper for my monitor), what more can I do with it?

Sorry for double posting, but if I just edit upper post, no one would recognize that something new was posted here.

Have anyone downloaded the movie from AC2? Today I was in computer shop, and they told me that its normal. I wasn't able to see any game running on other LCDs, but I've seen many on them with Windows. In 2D mode, thet have the same issue, as mine, but can someone look at this movie from AC2? Is it really normal, how i looks? Please, someone help me, I don't know what should I believe anymore.
I've also heard from someone else that it could be distortion generated by PSU - is it possible?
