Wattage to GPU and CPU drops without any thermal throttling causing huge fps drops.

My (undervolted/repasted) Laptop, Asus strix scar III 9750h, 2070 power throttles every 20-30 seconds even when temps are around 75 degrees for CPU and 70 degrees for GPU. So for 30 seconds any game runs at 100fps then for 10 seconds fps drops to 20. (Ambient temperature 29 degrees Celcius)
This started around a month ago. Wattage for Gpu drops from 90-115 to 50-60 watts even when cpu and gpu temps are below 85 and 72 degrees receptively. CPU Effective clocks also drops after a second or two (See HWinfo screenshot attached below). Thanks in Advance for all your suggestions.



#UPDATE 8/30/2020 : Updated with the list of things I've tried

List of things I tried:
1. Undervolted CPU
using Throttle stop and capped cores to 3.7 ghz.
2 Undervolted gpu and tested with fixed voltages and clocks from as low as .700 volts 1250mhz to .800 volts 1550 mhz. I tried around 30 different settings some I have listed belowMsi Afterburner capped voltage testing

3. Repasted. Actually repasted twice in 2 days. Results as follows
Part Before Repaste (Max temps Aida 64 stress test with undervolt) After Repaste (Max temps Aida 64 stress test with undervolt)
CPU 89-92 85-87
GPU 78-80 72-74

4 Turned off game bar options.
5.Set CPU to 99% in poweroptions
6.Enabled Performance mode in Nvidia control panel
6.66 : Started Panicking
7. Gave up and reset windows and installed drivers again
8. Didn't work so formatted the drive and installed clean windows and new drivers.
9.Updated bios to Version 308 . Didn't help at all. Also DONT DO THIS!!! Got even more Fu** problems because this bios even disabled CPU undervolting. Crap! (Reset to 307 to undervolt CPU)
10. Tried plethora of GPU drivers drivers : 431 , 444, 445, 451

What are you using for undervolting? Check your powerlimits. Default PL2 is set to 28 seconds, so it sounds just like low set PL2.

It gets to around 48-55 degrees on the surface. Measured using infrared thermometer.

1. What occured a month ago ? Driver update? Windows Update ?

1. Yes I updated drivers and Did windows update regularly. But I have formatted my drive and did a clean windows update and tried drivers from 2019 August to 2020 Present, all has the same issue. I updated ticket on things I've tired.


2. Could't see anything in Event Viewer

What are you using for undervolting? Check your powerlimits. Default PL2 is set to 28 seconds, so it sounds just like low set PL2.
I updated PL1 and PL2 to 68 and 45 watts repectively. Facing same issues. BTW I have updated the tickets with things I've tried. Please check

I guess my Asus is just like yours (9750/2070). Its defaults are PL1/PL2 respectively 70/90 and I've increased PP0 to 150 (default is 130, but then gives me EDP/Other on all 3 rings in TStop). Undervolted to -87 mV for Cache and -195 for Core. That's enough tweaking to run a full TSBench and CB20 (3150 pts) with absolutely no throttling or red/yellow warning and max temps under 90C. Check you power plans or just type 0 for Speed Shift EPP.

I have a -95mV undervolt for core and cache. Tried setting speedshift to 0 as well. I get around 2800 to 3050 in Cinebench continuously. Temps are around 85 degrees and wattage 70 to 55


It's when I use both cpu and gpu (gaming stress test) that I get this throttling. Usually gpu starts first to drop then cpu drops with it.

One solution I have found and am using is capping the gpu to 1100mhz where it pulls only around 80-90 watts. My Ac odyssey benchmark drops from 55 to around 45 fps but remains stable no drops to 10 fps.

I opened up the back and checked temps using infrared thermometer.

Didn't see more than 60-70 degrees in any thing except the power port sometimes jumps to 90-100 degrees.

If you enable Log data from TS while running game for approximately 15 minutes it would show what's causing this behavior, or at least the readings could point the culprit.

I have my HwInfo Logs here.

The only recurring thing I can see from the log consistently when the drop happens is that my voltage:
GPU Input PP Source Voltage [V]
crosses 20V.

If this corona wasn't around I could try a different adapter.

I'm not quite familiar with this large datasheet. The TS info is much simplified. Is there BD PROCHOT warning when your problems appear. Try to untick the BD PROCHOT box on the main TS screen and see if it still happens.

Oh forgot to tell you. Yes I've already removed the BD Prochot. Even the C1E. Still the same. Well my 2070 works as a 2070 max-Q lol
