Weird 10400f behaviour with VCCIO/SA below 1.3v!

so i bought another 10400f because it was on a sale on amazon.
it is a new and sealed CPU.

the problem is the following.

i get random 1 pixel "thick" horizontal lines on the screen when i alt tab out of something.
i get artifacts in games, weird behaviour like texture warping (when something looks more like a bunch of shurikans stacked into each other) and game crashes.
the only way to fix it is setting VCCIO/SA to "Auto"

and that is almost 1.4v for both

as soon as the system agent goes below 1.35V everything becomes (visually) unstable.
i know that the display engine is driven by the voltage but 1.35V for both is more like running ram at 4800 Mhz territory.

is that CPU damaged?
it does not appear with any other CPU that i own (over 10 comet lake chips)
 
It sounds like cache issues... my 10850K is very similar. It auto runs VCCSA at 1.5v and VCCIO in the low 1.4 range...

I think let it sit on auto TBH, these CPUs run much higher IO SA than the prior gen.

well my other 10400f needs around 1.1v for both with the exact same setup.

this one is insane.. and it runs quite hot compared to the other one too

it's not about RMA a chip i have tons of CPUs (almost 3 digit) and i bin them, sell them and overclock them.

i'm just curious how bad a CPU can be from intel.. that's like the worst CPU i've ever had.
 
That chip doesn't have an integrated GPU so I'm not sure how it could display artifacts on a screen.
 
That is a chip without integrated graphics, what do you mean by the display engine?
