Weird power behaviour spikes

I've been experiencing this issue for a while now, on and off. It hasn't caught my attention for a long time, but recently it has become quite noticeable. Could this be a sign of my GPU failing? It doesn't seem to be related to the operating system. I suspect that the power controller on the graphics card is acting up and struggling to determine the appropriate power level to target. Is there a quick fix for this, like a simple flash? This is the power usage while watching a 1080p YouTube video. Sometimes the power usage is minimal, with the GPU only running at 20%. Then suddenly the power shoots up to 65 Watts, while the GPU usage drops back down. I appreciate any suggestions

Seems fairly normal to me. the spikes are a result in the card going from idle clock speeds and getting a demand in workload (albiet a small one) that causes the card to jump up a bin or two in clock speed.
What GPU is it?

It's a NVIDIA Titan X Pascal. Have this within my Linux distro as well as on my windows dualboot
