Probably MSI Afterburner or Evga Precision which can both display like that. You can customize fonts and colors, which seems to be what is done in the video.
 
well I do got msi after burner but I don't know how to make it show in the top left like that is their a tutorial?
 
in msi afterburner under settings > monitoring their isn't a "show in on screen display" box that i can check off :/



[EDIT] got it had to re-dl afterburner and include river tuner statics viewer
