What settings from throttlestop are still applied after the program stops running when awake/sleeping/restarting?

So if I applied an undervolt and closed the program, would it still be applied? What if you sleep the computer, will it be reset upon wake up?

Are any settings permanently applied to the computer if throttlestop never runs on wake up or when the computer restarts?
 
Nothing, except the power plan.
I'm not familiar with what that does, is this just the "high performance" option which forces the power plan into high performance mode?
What does saving the winpowerplans text file do, and is it ok to delete it? Why is it there?

Where did you find this file? Throttlestop changes parts of the power plan like the speedshift which is saved when throttlestop closes.

In the throttlestop folder. So you're saying if I enable speedshift on to be at 128 or make a speedshift turbo cap at 3.5 Ghz, it will apply forever even when the computer is shutdown?
