which cooler CPU is better?

It *should*.

If you're buying new (old stock) then the originals were sold with a 2066 mounting kit.
If you're buying refurbished or used, then maybe.

Just bear in mind that the 115i Platinum is an old cooler that was discontinued almost 7 years ago. Since you are dealing with a socket from 8 years ago, this is probably no bad thing - just check for leaks, perished rubber, and other coolant evaporation before you decide to install - it'll likely have been sat on a warehouse shelf for a very long time if it's a shrink-wrapped, factory-fresh new item.
 
but this model of AIO support 2066 ?

You don't want to buy something that old with the intent of using it for a modern Intel or AMD socket down the road.

Thermalright, Alphacool and Silverstone all seem to be maintaining LGA 2011/2066 support with their current AIOs.

I previously mentioned a couple of Deepcool models that still support it as well. The LFII is also still an option and while it's not as optimal as the LFIII for modern platforms it's still good and was still being manufactured recently.

Most companies seem to have ditched the old Intel HEDT sockets with their AIOs that have been released the last few years.
