I don't think it can be GPU-Z if it was working fine until you did a fresh install of Win 10, that would suggest to me that GPU-Z is not broken, it is unlikely in that time your graphics card has gone bad as it appears you are still using it, therefore it would appear that the common denominator here is Win 10 no?
