Why is my cpu clawing back 200mhz?

Memory Trident gskill 4x8gb 3000mhz (temporarily running 2x 32gb ddr4 corsair vengeance 3600mhz)

I've got the core ultra 7 265k cpu.
I set the ratio to 56x on my p cores and specific p core limits as well. When I play cyberpunk 2077 my e cores behave as planned and stay at 4900mhz. But my p cores go to 5400mhz instead of 5600mhz and I don't understand why. Maybe its something to do with turbo mode or speed step but even then I don't understand why it doesn't do 5600mhz when it should under that kind of load. My cpu temps are way below 60c (cpu package) and my cpu is receiving plenty of power (good voltages set plus LL calibration lvl 6).

What have I missed?

Omg I'm no dumb lol. I found out why. I had accidentally set my 8 core ratio limit to 54... ‍♂️
