Have had problems with my processor almost always running above 4ghz at a few % so the cpu got hotter. Switched from high performance to balanced schedule, noticed the cpu was set to 100% in high and 5% in balanced. Now it seems to be much less during video playback, the same applies to gpu load from 6% in mkv now and 36% in Mp4. Is any quality lost? That they can make such a big difference under energy alternatives. Cpu is around 1.80-2.80. Before that, they were 4.27 10-20%. Now 4% 1.80-2.89. Do i loose any performance switching from performance mode?

That’s not how power modes work. They don’t affect the “quality” of the work done by either CPU or GPU. All they govern is whether or not the hardware is allowed to run at lower frequencies to save power and engage its various low power, idle and sleep states. It will still boost them to appropriate frequency whenever a load that requires it is detected. On a modern system you will absolutely not have any performance degradation by using Balanced over High Performance. There might be an insignificant increase in latency where the system has to “spool up” the CPU, but we are talking microseconds here.
And if you want more control, you should really just put the system in Balanced and play around with Power slider (drop down menu on Win11) in Settings app instead of Control Panel. It’s not made obvious by MS anywhere for some reason, but this is NOT the same setting as Power Mode and instead a more fine tuned control over how aggressive the boosting behavior in Balanced is.

Without knowing your system specs it will be hard.

Intel is based in California which has some of the strictest and most progressive laws in the Western world. Microsoft isn't so far removed from those borders or corporate responsibility that they can escape the implementation of C-States and other power restrictive intelligent design either.

Meaning modern processors have enhanced reactivity using the Balanced power plan.

Mostly this is a BIOS regulated set of conditions you are describing though. :)
Go figure something separates PC from each other besides OS.

Hard to answer without knowing your system specs. Generally speaking modern hardware react so quickly to changing loads that there is no perceivable difference between running balanced vs high performance (or the, by default hidden, ultimate performance) power profiles.

The first generations of hardware with dynamic clocking did take a while to react to changing loads. Which in some cases would manifest as (micro)stutters. Those of us who wanted all the performance back then, ran the high or ultimate performance profile. But in my experience this is no longer required. My Ryzen cpu and Geforce gpu are perfectly capable of controlling clock speeds automatically in the balanced profile. In fact the cpu will still clock down in high performance. I have always been a notorious overclocker (just ask my poor Amiga 500 how it all started), so I have tried all profiles including the ultimate performance profile. But nah, I don't notice any difference anymore so why waste the energy.

Or maybe I am just getting old. That is also a possibility

I have a Asrock Z590 Oc Formula motherboard with a i5-11400f. And G.SKILL Trident Z Royal Series (Intel XMP) DDR4 RAM 32GB (2x16GB) 4000MT/s CL18-22-22-42 1.40V Desktop Computer Memory UDIMM - Silver (F4-4000C18D-32GTRS). I use Windows 10 Pro. I liked the menu for news in the taskbar so i rolled back from Windows 11. I guess i don't earn anything by running high performance when the temps gets higher. Can the cpu play videos and do work in lower stated it must be better.

I only got the powersave to work in 1min mode, all others keep it on.

What can the problem be when it only turns on to sleep mode after 1min is choicen? It won't work in other modes.

To avoid misunderstandings, i tried this command [which identifies your available power modes / states].
Code:
PowerCfg -a

The following sleep states are available on this system: Standby (53), Hibernate, Hybrid sleep, Fast startup. I only get in the sleep mode when i choice after 1min. After 2min, 5min, 10min, 1h etc the system is always on.

I have not solved the problem yet. It only goes in sleep if i set it to 1min. All other modes only keep it awake. What can the problem be?
