I have the following issue with an outside setup. Recently they switched all company laptops to Windows 10. I received a brand new laptop + 23 inch monitor. Both are 1080p resolution. What happens is this: laptop scaling is set to 125% by default and monitor scaling is set to 100% by default. At this configuration ERP system we use + office package + email client we use on the laptop look sharp, but when moved to the monitor look blurry (as if you have an eye problem). If I switch the setting, they look tiny on the laptop and normal on the monitor. If I set 125% as an average setting on both laptop and monitor, then laptop looks sharp and monitor looks sharp, but ERP + office + email look 25% bigger on the monitor. Like right in your face
