Wondering about this for a while. Did windows 7 ever support core parking properly ?

Since windows 8.1 to 10 it has worked for me without tinkering which is nice.

When I used win7 cores would always be used 5-15% usage on all 6 cores.

I always disabled core parking in Windows 7 myself, seemed to cause cores to stay parked longer than necessary. When I had my Phenom II x4 960T however Windows 7 wasn't parking cores for some reason.

On Windows 7 I have to disable core parking with my old x3450, on Windows 10 there's no need.
 
I've never looked in to it, but will later when I can shut things down and let the desktop idle.
I usually leave my system running 24/7 crunching for WCG.
Even with that suspended it shows all cores in use, but I still have Skype and a Browser open.
Edit: With everything shut down except HWMonitor to check CPU utilization, it shows all cores fluctuating between 0 and 3% at idle, I would have expected only core #0 working at that low usage.
