Windows could not complete the installation.

My brother's laptop has an issue and I think he ran a system recovery on it.
Anyway when booting up the laptop it stays on the boot screen and gives this message.

windows could not complete the installation. To install windows on this computer, restart the installation.

I've tried:
SHIFT-F10 to bring up command prompt.

type: CD C:\windows\system32\oobe

type msoobe

enter

but after that nothing happens.
It just shows C:\windows\system32\oobe.

I wanted to find a way past this before having to download windows 8.1 because there is no installation disc.
 
You can always download and install using usb
 
Get into command line and run CHKDSK and make sure your HDD isn't causing issues. I've seen this on failing drives before. Might not hurt to run SFC /scannow to see if further errors exist. Beyond those you'll likely need an ISO to repair anyways so you can go download the Windows 8.1 ISO from MS.
