Xbox Windows App Refusing to Install Games on Second Drive E:

Hello, I am cross posting this because I am about to rip my hair out of my bald head from this problem. I feel as if the next step is to just do a full fresh re-install of Windows at this point because I am out of options.

THE PROBLEM:
- When I attempt to install a new game pointed towards my E: drive, it will just blink and do nothing as if I did not click install. When I go into settings > install options > click the drop down for location and select my E: drive, it will just blink and immediately revert back to C: drive. It seems to recognize the drive but is not allowing it.

THINGS I HAVE TRIED:
* Reinstalled Game Services
* Format E: Drive
* Rename WindowsApps to .old
* Changed E: drive ownership to "Everyone" and allowed permissions to all users/groups to "Full Control"
* Uninstall and Reinstalled Xbox App * Deleted "GamingServices" & "GamingServicesNet" registry entrys
* Changed install location to E: through Windows Settings

I have already installed and used my E: drive in the past before with Xbox App. I can even access and play games through Xbox app that are installed on E:. I just can't install new games. I can install and set install location on every other drive available on my system, except the E: drive. I have a video linked here to show what's going on. Please advise.

this. Also since the permissions have been modified I would completely format it again so it’s no longer a variable.
 
What happens if you try to use D:

You only tried E: and not any other alternative location.

If possible reformat E: and leave the permissions alone. But also test if it allows any other drive, as since you didnt check D: or any others we dont know if its E: specific.

As stated I can successfully install on other drives with no issue. Its just the E: drive. And I have reformatted the drive but even after I reformat I have these files show up regardless,

.GamingRoot (hidden file)
 
Check if You see anything related in Event Viewer.

Check if any other apps, like steam, or something else have trouble writing to the drive, if they have no issues, I think its an issue with that xbox gaming app you using.

Also do those folders appear immediatly after format or only after you setup the drive in that app?

I am not familiar with the xbox app.

Also if you have any 3rd party security software installed, check it to make sure its not interfering, the problem is very unlikely to be file system permissions as by default they are loose on non system paths.
