XP logoff/shutfown problem

When I go to start, and then shut down, instead of the usual window that I get with three options(Shutdown, Logoff, and Restart), I get a window that still says it but it's a dropdown. I have to click the arrow to choose what I want to do.

I don't want this, I want the screen with the 3 buttons.

never seen that screen.. could it be a media center thing..??

What screen, the top or bottom? I used to get the bottom one, until I changed something about the Internet connection, now I get the top one.
