Z97 usb issues

Have a buddy with a Asus Z97-E mobo and 4460 cpu. It's been having intermittent issues with the usb ports, but now it's gotten really bad. The only usb devices it sees from windows is the wireless mouse and keyboard. The wireless network adapter and his dac will no longer work, and I can't get it to see any flash drives ect. Oddly enough bios can see a flash drive attached, as I attempted to flash a newer bios, but it just says the bios file is not a bios file? Getting ready to order a used replacement board as he doesn't have a lot of money to throw around. Any ideas before I chuck it?
 
Have you tried a fresh windows install?
 
Drivers for usb or os reinstall.
 
Plug all devices to the rear USB ports and try to increase voltage for the southbridge (IOH).

If its USB 3 controller, look for newer firmware and drivers on station-drivers.

In the device manager, go to the USB controller, details, scroll to lower class filters, and ensure there are no 3rd party ones.
 
It's down to 2 devices it will run, either usb2 or 3, and the mouse and keyboard are it now. Nothing shows errors... I just don't get it. I'll try to do a fresh install I guess... but the ports might fail during. Both usb 2 and 3 have failed on this thing. I can't use older flash drives on the usb2 ports even to try and update drivers. Bios sees flash drives, but can't read them properly. I think it's a borked mobo....
And thanks Regen... but I'm an old timer... always use the back usb2 ports for booting and installing for best compatibility... although can be done through usb3 just fine.
Oh, and this board will not accept bios updates. That's a red flag to me.

Controller failed, R2 that board, when you have a good one grind the chipset and cpu socket out of the junk one
