120Hz vs 60Hz but high quality IPS > winner is IPS screen (I dont know about the cheap ones, i'm only talking about the real IPS screens).
120Hz vs size > uh I'd say 120Hz really... 20"-24" is a very optimal size when standing about half a meter away from the screen. You could go for 27" 1440p but then you'd need an overclocked 7970 or gtx Titan for that screen.
And for those who moan about IPS screens having 6-15ms latency while some new LCDs do 1ms and 120Hz... well to hell with that if the colours are faded. Also, the amount of latency within your computer plus the internet latency obliterates the need for 1ms screens. As long as there is no ghosting...
