Overhaul or Scrap it and buy new?

So my parents desktop is aging faster than they are, which is surprising. Here's what they have right now:

Intel 775 E8200 Quad core cpu
2 GB of ddr2 800MHz ram
Asus P45 mATX mainboard(mid-low level)
320 GB Blue WD HDD
500W ATX PSU
DVD/CD burner
15" 1280x768 LCD
10 year old Keyboard and mouse(still PS2)
even older set of speakers that randomly cracks and looks disgusting
Old school Wireless G WiFi router

and worst of all.... Vista...

I've suggested they let me freshen up their computer with a few upgrades, but after running the numbers I'm thinking a completely new system might be a better option.

My upgrade suggestions:
120 GB SSD and keep the 320GB for storage. They dont really use that much HDD space. $100
GeForce 610 w/HDMI $40
Asus 20" 1080p monitor with integrated speakers, plus an HDMI cord $140
A fresh copy of Window 7 Home Premium $99
and a new wireless Keyboard and mouse $40
I'll gift them my old DLink Wireless N router and an HDMI cable $0

This totals up to be around $420 from Newegg. At that price, should I just scrap the PC and suggest a new build? I built this for them about 3 years ago and tried to keep it under $600 at the time. They both have laptops now which are about a year old, but still not very fast.

So I'm torn between upgrading a dinosaur and buying another low end system.

Scrap the core internals and go AMD 6800K with 4GB DDR3 and a SSD. This would eliminate the need for a discrete card

^ +1/ Or go for a A8 instead for cost savings, not like theyre going to be gaming or anything.
