Thought i would bring this topic up here as i wasn't getting any help over on the ROG forum, This problem isn't just related to my system others have also tested this problem and seem to be related to X99 and Processor power management in windows > Minimum processor state i found this problem after playing borderlands tps and bioshoch infinite after changing my power plan from balanced to high performance it fixed 95% of the stuttering, any ideas how to fix this problem over the last 4 years i have had X79,Z77,Z87 and none of these carried this problem? I still have my Z77 its running a GTX 760 and it has less stutter than my X99 rig which is a disappointment.
