Pretty much everything as far as game settings and cfg tweaks. I've tried one at a time dropping settings on shadows, object detail, and even more drastic things like texture detail. I've used D3DO to externally apply VSync and even played without VSync, but the min FPS is always low, around 30-35, or even less.
I've also increased the PoolSize for texture streaming, and changed the Min/Max SmoothFrames to narrow the FPS window, turned off bloom, blur, etc, in the cfg file.
I also have a large page file on my secondary SSD partition.
I'm using the 13.3b3 like you with no CAP.

I always install my drivers via using AMD's Cleanup Utility followed by Driver Sweeper and always check that there's no AMD clutter showing via a Driver Sweeper Analyse check before installing the new driver.
Can you guys post your Infinite bench logs via zip attachment or spoiler tags? Interested in knowing what your min FPS is. I assume you both use max settings?
I was starting to think my CPU and/or RAM are keeping the min FPS low when large chunks of textures are loaded, but I Googled for Bioshock Infinite stutter on i7 950, and most links were about more modern CPUs with Nvidia GPUs.

Then I thought maybe my semi slow HDD was the problem. Then I found this Steam community thread where it was speculated if installing it on an SSD would help. Apparently it didn't.

That was posted about a week ago on the official forum in that stutter thread.
This is not merely user error like some are implying. I'm fairly adept at finding ways to make games run better, including even Crysis on my old P4 rig, but this game doesn't want to run any better regardless of tweaks.
