Explained the way only Matt Parker can. Of course the answer is suitably obscure and complex. :D

Regardless if you use PAL or not, it's actually a pretty good video that describes exactly where 29.97FPS came from for NTSC.

NTSC existed before PAL. As he said in the video, PAL was developed with color in mind where NTSC was not. Advantage of coming later.

The end of the video, he goes into theoreticals about how to get 30 FPS on NTSC instead of 29.97. This is pointless because the same NTSC signal worked on black & white AND color televisions. To change anything relating to black & white in the name of color would have obsoleted black & white equipment. It makes far more sense to design color to coexist with black & white. PAL and NTSC have no reason to coexist.

Oh dorset! You shouldn't assume that something like this will necessarily be UK centric just because I come from the UK. :) As @NdMk2o1o pointed out, Matt does explain this at the start of the video.

I'm about to post another video thread about the effects of running Sonic the Hedgehog at 50/60Hz mains frequency and the facepalmy consequence of it.

EDIT here it is: https://www.techpowerup.com/forums/threads/why-sonic-plays-faster-at-60hz-than-50hz.226454/

I know, it's deliciously awkward and fiddly, isn't it? :D

Think that covers the Globe with the Exception of the Poles

Did i mention Secam that's not UK Centric ( but here on the South Coast we used to be able to receive French Secam broadcasts only in B&W tho }

Maybe I got confuddled then and ndmk's post didn't help. I think it's that first line that's a bit ambiguous maybe? No worries, I get what you mean now. :)
