Sapphire HD4850 Problem

Hey guys, I'm building a new computer right now and I have a sapphire 4850 1gig model. But everytime i try to start it up. The Red Diagnostic LED D1601 lights up. The fan is spinning on the card. Is there any way to fix this? Everything is well cooled.
