I used ATiWinFlash,i rebooted twice after the flash and .993 is the stock voltage for my last bios,the same as it gives me now.

Reboot isn't sufficient, you HAVE to shut down the system fully.

Did voltage control work on previous BIOS?

Does your V2 have a small metal backplate over VRM area? As I pictured above, there are quite a few versions of this card out, so maybe you need other BIOS, or your card is simply hard-locked.

Voltage control did work with last bios.

Oh, well, then use the Sapphire OC 950 MHz BIOS, using these BIOSes is not the best plan of attack for you. I have tried Sapphire BIOSes on these cards, and they do not work as well as the Gigabyte ones do. Sapphire has higher voltage input to VRM than Gigabyte cards, and the Gigabyte cards don't seem to like it. I thought you had a Gigabyte card.

Also, don't flash from Windows, use DOS.

Well i just shut it down it down and booted it back up and the voltage is still locked,i will try the sapphire 950mhz one.

Edit:This one is a no-go aswell,it also has voltage locked but at 1160mv- too high for this cooler.
