Xbox One will support 11.2, thus many developers are going to support 11.2.
What happens on the console market has little impact on the PC market, even in PC games that are ports of console games. The PS4 will run OpenGL, and from the looks of things the PS4 will be the console to have, yet I doubt we'll see a massive shift in the PC market towards OpenGL games. Even though it would make since as it would allow for easy ports to Linux and Mac, which at this point would open a much larger market than the Win8.1 market that DX11.2 games will cater to. DX11.2 being Win8.1 exclusive basically guarantees that no developer will use it in the PC world. Win8 has a market share lower than OSX! Everyone is still using Win7, so the PC standard for a good long while will be DX11, maybe DX11.1.

Yeah, they jumped the gun by release a product that was produced 8 months ago that doesn't support an API that isn't even officially released yet, and won't be for another 4-5 months. Oh, and when it is released, it will only be available to a small percentage of users and there likely won't be any software that uses it. Yeah, nVidia really jumped the gun, that's for sure.
AMD hasn't even confirmed the next generation of desktop GPUs will be the 8000 series.
The 8000 series has been released, though currently OEM only, it is just as much of a "next generation" of desktop GPUs as the nVidia 700 series, and they don't support DX11.2. Even their next generation Richland APUs don't support DX11.2.
Windows 8.1 is right around the corner. I can be annoyed by a "new generation" of GPUs not supporting current standards, when they probably knew about DX 11.2 long before any of us did.
Windows 8.1 has no official release yet, but everyone is putting it in late Autumn, thats 4-5 months away. 4-5 months is not right around the corner in the computer world. And nVidia is planning to have Maxwell out not to long after that. So chances are we'll have the 800 series of nVidia cards out before we have a single piece of software that supports DX11.2.
