Are you looking for anything specific as far as platform? IE like Intel 1155, Z77, Z87, etc...
Whatever fits the budget basically but minimum requirement for the cpu would be a i5. My friend wants most of the money going towards that GPU so something like a 770, 780 7970,r9 xxx would suffice
I got an asus Z97-WS with retail box and accessories that I would let go for $165 shipped. Has a plx chip so you get full 16 x 16 in crossfire or sli.
While I am at it, I also have PSU, RAM, NH-D14, and SSD's that all meet your requirements. Only things I don't have are CPU (just don't have any spares at the moment that meet this caliber of system) or GPU (technically I got 2 x Fury X's and 1 x 980Ti extra, but those alone blow the budget)
To stretch it , and fit the budget. I could do the Asus Z97-WS, NH-D14, Corsair RM850, 2x4 GB Kingston HyperX Predators 2133 (I have another set of 2x4 but I would need to charge a little more), and Intel 240GB SSD for $500 (plus a little help on the shipping, these are big boxes and I am not amazon prime
). That leaves you ~$200 towards GPU and CPU.
Retail what I am offering you is at a steal (the MB is one you might want to keep yourself and hook your friend up with one of your spares..... just saying............
