Vega 56 not boosting to state 7?

I have a Vega 56 flashed with V64 bios and am currently working on dialing in the clock and voltage settings.

In Wattman, I have left the core frequency at the default "dynamic" but have undervolted slightly.
My current setting are
State 6: 1537 MHz @ 1050 mV
State 7: 1632 MHz @ 1100 mV
HBM: 1050 MHz (I have set the voltage to 1050 mV, but from reading forums it seems this may actually be a minimum voltage for the core??)

Anyway, while keeping Wattman and GPU-Z open on my second monitor while playing Destiny 2, I see that my core clock is never exceeding 1560 MHz, and that the VDCC field in GPUZ never exceeds 1.0500 V even though the GPU load is 100%. Does this mean my card is "getting stuck" at state 6 and never going up to state 7 and that is why I'm not seeing the core clock that it is set to run at? My temps are topping out at about 69C, so I don't think thermal throttling should be an issue. I have the power limit slider set to +50%.
 
Why flash?

I get it, really I do but if you tweak the card the VEGA 56 it will match the 64 basically.. trust me I flash back n forth for testing and the 56 is a lot better tweaked.

Here try this..

Flash back ok and try this.. it'll keep boost around 1620mhz with ease but ymmv ;)

Here is how mine works with these settings...

Theres a whole long of balancing to do especially with the HBM.. its a tricky balancing between core and memory and set voltage...

I suggest using a few different tools to find that balance you want, like you see I have great performance with low wattage.. If I tweak the HMB I also have to tweak the voltage and fan curve ect...

This is just my example to you to get 100% stable boost with little to no drops in core speed.

EDIT: I didn't add or show the HBM temp because of a gpu-z bug or Radeon bug which showed the max HBM temperature of 1253c lol

The V56 BIOS has a lower HBM voltage than the V64 BIOS. The V64 BIOS will give you a higher max HBM OC.

Outside of canned DX11 benchmarks like Superposition this doesn't help to force turbo. In Witcher III and Rise of the Tomb Raider it keeps clocks around 1450MHz, but in Wolfenstein II and Forza 7 it's more like 1320MHz with the odd spike to 1500MHz.

No kidding, But I'm showing how to maintain higher clocks without flashing.

Plus HBM and core are dependent of each other, gpu clock with Mem core don't necessarily mean higher HBM, or better performance ;)
