its not the hardware. 650 watts should be enough but if you can find someone that has a 650 or larger PSU you can borrow to test with, you will be able to knock that off the short list.

I'll manage to get one, because my other guess (windows 10) did not work aswell. Done installing Windows 8 pro and, once again, same results..

Havent read the whole thread, but a common problem with AMD FX systems: Have you confirmed the system isnt thermal throttling and slowing over time?

Run something like IBT (IntelBurnTest) and see if the Gflops results slows down over time, if so it could be a sign that the VRM's are overheating and throttling

It was not, and i tested underclocked aswell to make sure isnt the temps.
In my 4.5 overclock, the max temp reached is arouns 62, nearly 10 degrees below the 71 degrees limit of the fx8370e
With no overclock, the temps stay between 20-38, so... mobo temps are very cool too.

The last time i tested with ibt, the results were stable too, no dropping in speed

Put active cooling on the vrms or replace the GPU, HDDs with win10 dont play nice, you can always go back to W7

Tested new format with windows 8, tested older motherboard M5a88 - m, unplugged all case features, and had already tried these pcgamer recomendations, but Nothing made any difference!!! I really don't know what more can I do.

i'll try to get another PSU for testing and another CPU cooler, cause, beyond that, there's nothing more to do.
Maybe i try removing all fans too

Yea, i'm done. tried everything :/
another PSU, gpu, cpu ram, mobo, hdd and ssd, cooling solution, different OS, unplugging all case cables minus power.

There's nothing else that i could do... i have already messed with all bios options in both boards, every windows config...I still need to test another Monitor - that, for me, doesn't make any sense - and another case - that makes even less sense.

Do you have any other possible idea?

Id say its the game, file a report with game creator and gpu driver teams.

You have exhausted everything.

Well sure took long enough to raise the white flag.
as I said before, i think, its not a hardware stutter.

lets start with this, go into windows settings and remove any enhancement settings, blank background ( no slideshow), uncheck "automatically pick an accent, etc..
Control Panel> system >adv system settings > adv tab > performance (settings) = visual effects tab > adj for best performance > Advanced tab > confirm adjust for best performance > programs > Virtrual memory > auto manage enabled make sure its set to the SSD.
reboot OS.

after all that is done d/l the latest GPU-Z/HWinfo64/anything that will log everything and save a log file during the stutter.

if by chance it stopped stuttering or you cant force it to stutter, keep trying to log it.

also learn to use the event viewer. keep track of the exact time of stutters and read the viewer entry.

I read all the posts and for the life of me I could not understand what the problems is, in particular.

"Stuttering" is as generic as it can get. You said you changed literally everything, isn't that a sign that the issue you're looking to fix isn't really an issue ?

Stuttering can be code related in the game.

Game creators don't take nearly the time to do bug fixing they did like in 1999-early 2000s.

It could be a piece of software running in the background. Antimalware/virus programs can do that even

About the Stuttering being game code's fault:
I had this feeling in the beginning, but i have already tested the same games in another 3 pcs (2 of them with a really close setup) and could not spot the problem! my friends that came here noticed the issue too.

there's the video demonstration...

0;40 to 0;45 - loading stutters
1:00 to 1;03 - texture popping + stutter
1;06 to 1:09 - texture popping + stutter
1;31 to 1;37 - Big texture popping + Big stutter

Prints from the exact time

https://prnt.sc/k9b7n4
https://snag.gy/CW5Fpm.jpg

Another thing that i realized is that, after setting up the SSD, the stutter seems to be even worse some times.

Well sure took long enough to raise the white flag.

I will soon make the logs and everything, but i can already tell that i've gone before all these windows tweaks and the issue persisted. tried all "performance options" and "modes" -power saving, balanced and perf, even messing with the advanced options". Virtual memory > already tested without, with, system managed, manual value, in ssd and HDD. EVERYTHING.
Like my friends said, it can only be the devil...
soon i report back with logs

PUBG is notorious for running poorly on any hardware. Good luck getting rid of those stutters in that game.

A performance dip and texture popping after a game has loaded or something like that is nothing out of the ordinary. Hence the high disk usage and drop in GPU load. I still fail to see any peculiar issue, what are your exact expectations ? That any game should run flawlessly ?

dear lord. I'm talking about a issue that occurs EVEN WITH FLASH GAMES. ALL GAMES. in some cases, EVEN IN YOUTUBE.
Here's a list of all games that had this issue:
Assetto corsa, Dirt 4, dirt rally, f1 2017, rocket league, project Cars, CSGO, Insurgency, PUBG, Cuphead, Enter the Gungeon, Doom, GTA V, NFS Hot Pursuit, Minecraft, Motorsport Manager, Forza Horizon 3 and motorsport 6. Wreckfest, Horizon Chase Turbo

And that is even running on LOW specs and with resolution turned to minimum.
Now, if you want to tell me that is no problem for a hardware capable of running all these games with 100+ fps and there's nothing wrong with that... i don't know what to tell you.
The video is just one demonstration of a generalized problem that, everyone that seen it, agreed that there is something wrong.
this is not my first RIG and i'm not stupid. i know what i'm experiencing and i know that it isn't normal. why? because my brother have a fx8300 + gtx970 and runs the same games without issues. My friend has a fx8350 +gtx970 and do not have them aswell. BECAUSE I HAVE TRIED HIS PARTS in my PC (cpu, gpu, motherboard and ram) and, for some reason, got the problem once again!

And I am simply telling you those issue do not look out of the ordinary at first sight, I had a similar system not too long ago as well. Everyone else on here pretty much concluded as well that this is not hardware related and it's either the games or some other software component.

BECAUSE I HAVE TRIED HIS PARTS in my PC (cpu, gpu, motherboard and ram) and, for some reason, got the problem once again!

Isn't that the ultimate proof that the issue comes from the games themselves ?

No. it isn't. i just told you that the same games ran in other similar system aswell and even other video application had the same issue...

you could try Windows 7 given the age of cpu
i'll try as soon as i got some time to backup the files :)

This could be part of the problem.

However, it seems likely that you might be having the GTX970 memory bandwidth problem. That card has 3.5GB of it's VRAM running at 224bits and the remaining .5GB running at 32bits. This is a known performance problem. There are a couple of ways to avoid it and keep your card from reaching into that slowest part of it's ram. One of them is to keep the AA setting at or below 8x which will limit vram usage. The other is to keep the AF at or below 8x also. Using both together should help you avoid this problem without affecting visuals to any serious degree. Do these settings in the driver(NVidia control panel) instead of the game settings.

EDIT; I have no answer to the Youtube and flash game side of things. It could easily be a Windows problem. Trying Windows 7 might help, it might not. Might also be a driver problem. Have you tried an older driver?

Yes, tried a dozen of older driver, always unninstalling via DDU. Another strange issue that prevents me to believe in the memory limit problem is that - besides my brother's 970 not getting this problem in his rig - is that, in benchmarks like firestrike and some other games like quake champions and assetto corsa Competizione I don't have this problem. EVEN WITH THE GPU MAXED OUT, and, like said, in super light games like Enter the Gungeon it happens. The only thing in common is the disk usage spike when it happens...

Fair enough, it was worth a mention. I'd take it to a shop and have another set of eyes look at the problem. Maybe they might see something small that makes a difference.

the list of things that i did is just increasing, like posted in the first post. This is the 5th forum that i reached out to try to resolve the issue. tomshardware, overclockers.net, overclock, adrenaline (BR), withou counting all official support from Nvidia, Amd, Corsair and gigabyte.

that's the reason that i'm thinking about testing another monitor and EVEN another case. because I really don't know anything else to try. messed with everything i could in drivers and OS, tried a million of BIOS setting, updated BIOS, overclocked, undderclocked, defaut. tested two different OSes.

I was thinking if it couldn't be some sort of shorting or bad case isolation that could interfere with the system's working. Could it be possible?
