Vega 64 problem

That sounds like a CPU bottleneck, but I'm honestly surprised with the CPU that you have. How much RAM are you using? Thrashing could cause the same kind of behavior I guess. Another possibility is if the CPU isn't clocking up like it should.

Definately a bottleneck but I can't imagine what causes it. I am OK with 100-120fps stable because I play with Vsync enabled anyway but I expected more from this system to be honest. But I still can't put my finger on the RDR2 performance throttling with the 60fps cap. It might be a poor PC port I assume... Anyway today out of curiosity I observed the CPU speed at 100% while it was working on extracting a game repack and it was around 4.06Ghz. To answer your question about the vram usage it is around 4Gb at High settings in RDR2.

I actually mean how much memory you're using, not what kind of memory you're using. However, now that you mention it, I think Ryzen likes fast memory but I don't think that'd be responsible for your issues. As for RDR2, cranking the graphics can actually make the GPU struggle pretty bad if you're setting everything to ultra, even at 1080p. So your performance with RDR might have more to do with how aggressively you've configured graphic quality. I'd be surprised if you could manage a stable 60FPS at Ultra.

RAM usage, not VRAM usage. Going over your VRAM tends to result in gradual performance degradation as you stream more from system memory. If you run out of RAM, you'll hit swap space (or in Windows terminology, the page file.) The system won't crash, but it could significantly slow down if it starts swapping pages to and from the disk, particularly if the game is trying to stream content.

You're not running anything in the background when you're gaming, are you? Browsers? Slack? Downloads? Electron apps?
 
If your RAM is slow you might want to try overclocking you infinity fabric. I have noticed stuttering when my RAM overclocked failed and reverted to JDEC speeds.

I haven't played RDR2 but is there a bunch of cut-scenes? If those scenes are lagging with low GPU usage then it's because they are pre-rendered. There isn't much you can do about that. Some games have cut scenes that are at 30 FPS no matter what settings you use. I notice this a lot when my wife plays one of her favorite games, Mortal Combat (11 I think).

It is not the cutscenes, I know they do that. I basically ruled out everything and since the card is the new part in my pc I am starting to think that it is to blame for the random performance drops. I am on the edge of selling it and getting another GPU.

It's weird that it is just that game though. I've got a Vega 56 and a Vega 64 in different machines and I do not have that problem.
