No, it isn't.

The B250 chipset works with version 1 of the LGA1151 socket (only compatible with 6th gen "Skylake" and 7th gen "Kaby Lake" CPUs).

As a 9th gen "Coffee Lake" CPU, the i7-9700K requires a motherboard with a LGA1151 v2 socket. These motherboards have 300-series chipsets, and H310, B360, B365, H370, Z370 and Z390 are the most common.

7400 is early Skylake. Not Coffee Lake. The pinout is different between both chips.

@GibusPie the latest series you can install is generally the 8xxx series 1151 socket chips. The common codename for those is "coffee lake."

Because it's a 7th generation Kaby Lake desktop CPU, which means it is compatible with the LGA 1151 v1 socket. The CPU generation number matches the first digit after the series name (or the first 2 digits, for 10th and 11th generation). i5-6400 is 6th gen and is compatible with B250, i5-7400 is 7th gen and is compatible with B250, i5 8400 is 8th gen and is not compatible with B250.

The LGA 1151 v1 and LGA 1151 v2 sockets are physically identical, but Intel has locked compatibility at the firmware level.

It is technically possible to hack the BIOS of some 100/200-series chipset motherboards so they will work with 8000-series CPUs, but this is not recommended as it is not supported by the manufacturer, will void any warranty you have on your CPU and motherboard, may result in bugs or instability, and may brick your motherboard if something goes wrong. Officially B250 motherboards are only compatible with 6th and 7th generation CPUs.

I'm well aware, but that may as well be greek when you have to spell out model matches, so I intentionally left it out
