Good rig setup but cant run Warzone as desired

I dont usually post on threads, but I thought id give it a shot and see if I can get some help.

I am having trouble running Warzone on my computer at the desired standards that it SHOULD be running. (which should be ~144 fps, not using 85-95% of my CPU)

SPECS:
Asus Prime Z390-P LGA1151 motherboard
i7 9700 8 core 4.9 ghz
2070 rtx super GPU
16GB RAM
with a LG 144hz 1080p monitor
the game runs on an SSD drive

This has been happening for a while now that I have been dealing with the lower frames (90-100 fps) and high CPU usage. I have set the game to normal priority on task manager, and that helped for a while until recently. The game gives me a memory error sometimes so I have increased the memory usage on the drive the game is running on, that helps the game not crash, but doesnt help the frames or cpu usage. I have set the antimalware on windows defender on low priority on my pc as a whole, but that has not helped. I do use nvidia game filters, so in order to use that the task scheduler setting is set to 3 instead of 4 (dont know if that causes an issue). AND I use MSI Afterburner overclock software to get more out of my GPU. It seems to use my GPU but still not getting the desired numbers. I have also set the in game graphics settings to low/normal to see if that helped but not much going I feel like I have tried everything and I want to get as much as I can out of this rig setup because it aint cheap! And with all the equipment it should be performing at a higher standard!

Like I said, I have tried everything I can on youtube and google. If there is something else out there, anything will help!

totally normal.
i play warzone since day one and for over 500 Hours.

an 8 Core CPU with no HT is very fast the limiting factor.
my 10900K (5.1 Ghz /4.8 Ghz Cache with very tight tuned RAM) is the limiting factor pretty often. even at 1440p.
in downtown for example i come into areas where the CPU is the bottleneck at just around 130-140 FPS

the GPU (a 6900XT at 2.7 Ghz) can sit at 160-180 FPS maxed out at 1080P without Raytracing (at summit for example)
it runs exactly as expected.
the only thing that can be messed up is the CPU thread layout in the config.

delete the whole CoD Folder under "documents" and start again. this will be the final result if you don't have bitcoin mining malware on your rig..
 
They recently added DLSS, I'd suggest using that for AA. See how that goes.
 
u can fix it slightly by setting Nvidia ultra low latency mode to ULTRA in Nvidia 3d settings in control panel, tho this will cap fps 5hz below monitor refresh rate

its really bad implementation , blury af
 
and it does not fix a CPU bottleneck.
 
You need to turn it on to the higher level, otherwise it becomes blurry.

Ill try that and I agree the DLSS is pointless but I appreciate the response bro!
 
DLSS is not really pointless, it pushed my FPS up in the game. It's DLSS 2.0 and can be used properly with your card.

that is one thing I have not tried....
